June 13, 2016 marked the 38th founding anniversary of the National Plant Quarantine Services Division. In order to commemorate its unwavering dedication in fulfilling its mandate to protect Philippine agriculture by preventing the introduction of new pests and its further spreading, a holy mass followed by a brief program was held at the new NPQSD Building, BPI Compound, Manila.
Joining the celebration were then-Assistant Secretary for Planning and Project Development and BPI-OIC Director Paz J. Benavidez II, then-Acting Assistant Director Dante Fidel, Division Chiefs, staff and fellow colleagues from the different quarantine stations.
In her welcome remarks, NPQSD Chief Merle B. Palacpac recounted the milestones the division has achieved over the past decades which heightened the enforcement and implementation of PD 1433 series of 1978.
Ms. Palacpac said that for this year, with the full support of the administration, special quarantine orders and memoranda were passed, which strengthened our partnership with ally countries on regulatory concerns. She also emphasized that thru the implementation of the rationalization program, new staff were added to the working force and a new building was constructed to further improve the delivery of services.
Reflecting on the message of the mass, Chief Palacpac urged everyone to continuously improve in performing. “Challenging ang lahat ng trabaho. Hindi tayo dapat maging makontento lang sa trabaho natin day to day, dapat mas mataas pa doon. Mas madami pa ang dapat gawin. Hindi tayo dapat makampante sa ginagawa natin but let us also think of ways kung paano natin mapapa-improve ang trabaho natin”, she added.
Asec. Benavidez also gave her warmth recognition to the division on its’ accomplishments especially on their critical role in border protection and food safety.
After the program, staff and officers of the NPQSD had its picture taking and shared together a hearty lunch.
